On October 10, 2013, Macomb County became by far the largest local government in Michigan to join the PACE (Property Assessed Clean Energy) revolution when, in a unanimous, bipartisan vote, the County Commission voted to join Lean & Green Michigan. The creation of Macomb County's PACE program is the result of a true collaboration between the County Commission under the leadership of Chairman Dave Flynn and Economic Development Committee Chair Rob Mijac and the staff of County Executive Mark Hackel, County Treasurer Ted Wahby, and the Corporation Counsel's office.
PACE has the potential to transform clean energy building finance because it eliminated the need to provide up front capital for energy efficiency and renewable energy projects. PACE allows commercial, industrial, multi-family and private nonprofit property owners to finance 100 percent of such projects over 10 to 20 years and repay them through a special tax assessment.
